Open Access Committee Charge

The Open Access Committee (the ‘Committee’) is formed as a component of CSU Libraries’ strategic initiatives activities to develop directions for CSU Libraries in this area.
The Committee is hereby charged with developing a draft Open Access (OA) policy for consideration and adoption by the Libraries Faculty Council. This policy will create a foundation for promoting Open Access among other CSU faculty and expanding our digital repository services. As part of its efforts, the Committee shall:
- examine and summarize external OA activities and trends and establish a mechanism to monitor them
- identify opportunities to expose CSU faculty to more OA speakers, symposia, and workshops
- consult with the chair of CSU’s Faculty Council for advice on how to approach and engage CSU’s faculty on the topic
- explore options for funding in support of OA publishing, including redirection of a modest fraction of the collections budget.
The Committee shall produce preliminary recommendations to present to the Library Deans by March 1, 2012, and shall refine those in accordance with feedback obtained there from. The Committee shall endeavor to prepare and deliver a final report of the Committee’s by May 30, 2012.
The Committee shall operate in a deliberate, open, and transparent manner, including preparing and making accessible agendas for meetings, minutes, presentations, solicitation of feedback, open fora, and other such activities, as the Committee deems appropriate.
